Jitter Cleaner with highly deterministic output skew?

I am working on a project that has some unique requirements. I need to a jitter cleaner for a 31.25 Mhz differential clock that has a very deterministic output skew, and that can ideally work independently of any microprocessor.

 

I was originally looking at the SI5317C, but once I discovered that its output skew/phase shift is not deterministic on startup I had to start looking again. Does anyone have any suggestions? I only need one input and one output, 1:1 frequency input to output.

The Si5342 with Zero Delay Mode is a good option
