The bin2hex tool furnished by silabs is not compatible with windows 64.
I have pulled the source from sourceforge, compiled it under migw-w64 targeting windows 64 bit, and have attached it to this post. I have added it to the zip file that silabs distributes. Said file is attached.

I have pulled the source from sourceforge, compiled it under migw-w64 targeting windows 64 bit, and have attached it to this post.
I also bumped into the limitations of bin2hex recently, and I found this
srec_cat, in a windows build that runs on Win64
This has a shipload of options, and can also create a ASM DB from Bin, via -ASM switch, which I also needed.
then run as
srec_cat BinName.bin -binary -o HexName.hex -intel
